an officer or employee of the United States Government or a Member of Congress shall serve without additional compensation. Each member of the Commission shall be reimbursed for travel expenses, including per diem in lieu of subsistence, as authorized by section 5703 of title 5, United States Code, for persons in Government service employed intermittently.
ADMINISTRATIVE PROVISIONS
Sec 5 (a) Not later than thirty days after all members have been appointed to the Commission, the Commission shall hold an organizational meeting to establish the rules and procedures under which it will carry out its responsibilities.
(b) The Commission shall hire experts and consultants in accordance with section 3109 of title 5, United States Code, from the academic community to assist in carrying out the famine study. Such experts and consultants shall be chosen by a majority vote of the Commission members on the basis of their academic background and their ex¬perience relevant to research on the Ukraine famine. No person shall be otherwise employed by the Federal Government while serving as an expert or consultant to the Commission.
(c) The Commission shall have a staff director, who shall be appointed by the Chair¬man.
POWERS OF THE COMMISSION
Sec. 6. (a) The Commission or any member it authorizes may, for the purpose of carrying out this Act, hold such hearings, sit and act at such times and places, request such attendance, take such testimony, and receive such evidence as the Commission considers appropriate. The Commission or any such member may administer oaths or affirmations to witnesses appearing before it.
(b)(1) The Commission may issue subpoenas requiring the attendance and tes¬timony of witnesses and the production of any evidence that relates to any matter under investigation by the Commission. Such attendance of witnesses and the produc¬tion of such evidence may be required from any place within the United States at any designated place of hearing within the United States.
(2) The subpoenas of the Commission may be issued by the Chairman of the Commission or any member designated by him and may be served by any person desig¬nated by the Chairman or such member. The subpoenas of the Commission shall be served in the same manner provided for subpoena issued by a United States district court under the Federal Rules of Civil Procedure for the United States district courts.
(3) If a person issued a subpoena under paragraph (1) refuses to obey such sub¬poena, any court of the United States within the judicial district within which the hear¬ing is conducted or within the judicial district within which such person is found or resides or transacts business may (upon application by the Commission) order such person to appear before the Commission to produce evidence or to give testimony relating to the matter under investigation. Any failure to obey such order of the court may be punished as a contempt of the court
